Ford's commitment to add the technology for small cars is seen by the list of Focus feature. Everything from Sync to control torque vector for the adaptive cruise control will be available on the Focus, although not every technology will be available in every market. Ford was willing to take any and all technological features for each market with enough demand to make the business case, so if enough Americans demand an active cruise control and are willing to pay for it, easy for Ford to add those features.
So while Ford was willing to harbor more of the popular technology features as the market dictates, not every market will get every model built on the C-car platform Global - at least not at first. The last train Ford Focus managed only about four percent of sales in the U.S., so Ford does not seem a waste of money right now to sell it here.
